Accountability, under systems philosophy, is measured in terms of compliance with the system.  This is accomplished through the accumulation and analysis of data generated under the system.

In Washington State, ESHB 1209, laws of 1993, placed responsibility for accountability measures on the Commission on Student Learning, also established via that act to produce the state essential "academic" learning requirements, otherwise known as the EALR's.

The Commission on Student Learning established the State Accountability Task Force which was, after meeting over a period of time, to make recommendations to the Legislature, Governor, and State Board of Education.

Those recommendations are now being implemented.  The goal is to force school districts into compliance with state education reform laws, and, via those laws, Goals 2000 at the federal level.

Accountability is not to the citizens, electorate, parents ... accountability is to the system.
